意思是「悄悄地、低調進行」。I'll reach out to more of the scientific community on the down-low 就是「我會私下聯絡更多科學界的人」。
因為白宮把他們晾在一邊、只想「先評估」。既然官方不動作，他們決定把訊息捅給媒體，讓公眾知道真相。
