意思是「悄悄地、低调进行」。I'll reach out to more of the scientific community on the down-low 就是「我会私下联系更多科学界的人」。
因为白宫把他们晾在一边、只想「先评估」。既然官方不动作，他们决定把消息捅给媒体，让公众知道真相。
