I promise I will do whatever it takes to make it come true.Naveen Confesses to Tiana, explained
What's really going on
The dinner is a confession scene in disguise. Naveen, who has flirted his way through the film, is suddenly nervous — he tells Tiana she is different from every woman he has known and cannot finish a sentence. Tiana, meanwhile, answers romance with a business plan, describing the restaurant and the father she lost, because work is the only language she trusts. The promise that closes the scene, "I will do whatever it takes to make it come true," ties his new feeling to her oldest dream. The question the film leaves open is whether he means the promise or is only trying to sound like someone who does.
Theme

All my years no one's ever done anything like this for me.A surprised line of gratitude: for all her self-reliance, no one has ever gone out of their way for her before.
I'll talk to the owner. Owner says yes.A joke that doubles as a promise: the owner is her, so the yes is already guaranteed.

What does Naveen promise at the end?
