Buddy Rages Over the Word Unreachable, explained

What's really going on

Buddy's rage is never really about Stella's location. "Unreachable" is a word he refuses to accept because it admits a limit to his power; telling the assistant "There is no such word as 'unreachable' for this office" is a way of saying that reality itself must bend. The same pattern repeats with the phone calls: Guy obeys Buddy's own order to hold all calls, and is still screamed at for missing Cyrus and Stella.
