Part legend, part initiation: the film introduces Jimmy Conway as a man who could walk into a room and make it explode, then cuts to Henry's own first arrest. "I'm not mad, I'm proud of you," a mentor tells the boy, before handing down the two rules — never rat, and keep your mouth shut.

Henry Learns the Two Rules After His First Arrest
After painting Jimmy Conway as the most feared and most enthusiastic thief in the city, the film follows young Henry as he starts running errands with Tommy. Henry is caught selling stolen cigarettes and hauled into court, where he says nothing. When he comes home, the older men treat the silence as a rite of passage and give him the only two lessons that matter to them.
The sequence is a lesson in how the mob turns crime into etiquette. Jimmy is introduced not as a thug but as a celebrity — the room goes wild, drivers tip him off, and stealing is described as something he genuinely enjoys, which is why "Jimmy was the kind of guy who rooted for the bad guys in the movies." Henry's arrest then becomes a graduation, because the value being rewarded is silence. The mentor's line "I'm not mad, I'm proud of you" flips the normal meaning of getting caught: in this world, taking the pinch without talking is a promotion. The two rules that follow — never inform, never talk — are the whole code in miniature, and the film frames them as the making of a man, not the corruption of a boy.

Never rat on your friends, and always keep your mouth shut. The two overlap on purpose: both are about never giving information to anyone outside the crew, whether police or rivals.
It is slang for getting arrested or caught by the police. Henry got pinched for selling stolen cigarettes, and the phrase keeps the tone casual, as if an arrest were just one of the risks of doing business.
The film keeps both together. He is welcomed like a star and feared for his violence at the same time, and the narration even says killing never bothered him because it was business. Respect and fear are the same currency for him.
