The Board Learns About the Theft, explained

What happens

The board meets after Pam Gluckin is caught spending taxpayer money on personal purchases. Some members want the police involved; Frank urges them not to jump the gun. He then presses the auditor, Phil, who admits the paperwork is missing, calms him down, and settles on a figure of $223,000 to take back to the board.

What's really going on

The scene is where the cover-up begins. The board has the facts and the right instinct — 'it's our moral responsibility to report this to the town' — and Frank's job is to slow them down without appearing to. 'We can't jump the gun here,' he says, and 'not when there's this much at stake.' Then he goes to the auditor and does the same work on a panicking man: steadies him, makes him repeat 'I am running the show,' and fixes a number. The number is the point. Phil has found $223,000, but warns that 'that might just be the tip of the iceberg,' and Frank decides the smaller figure is what the board will hear. The line that closes the plan is 'I'll take care of the board,' said to a colleague who trusts him completely. Frank's real skill is making each person in turn feel that the problem is under control.

Key lines & what they mean

“We were asleep at the wheel.”
The board's admission of failure: they were supposed to be watching the money and simply weren't.
“That might just be the tip of the iceberg.”
Phil's warning that $223,000 is only what is visible, and far more may be hidden.
“I'll take care of the board.”
Frank's promise to manage the board's response — which, in practice, means keeping them from the full truth.
“She built up a decade's worth of trust with all of us.”
The explanation for why nobody caught her: years of trust made the theft invisible.

Theme

  • Corruption — Frank slows the board's report and fixes a smaller number, protecting a colleague at the cost of the truth.
  • Lies — He reassures Pam and tells the board he'll handle it, turning a criminal case into a managed secret.
